New Jersey Housing and Mortgage Finance Agency
NJHMFA First-Time Homebuyer Mortgage Program: How It Works in 2026
It is New Jersey’s own 30-year fixed FHA, VA or USDA loan for buyers who haven’t owned their home in three years. It needs a 620 credit score, has to fit county income and price limits, and is NJHMFA’s foundational first mortgage for its $10,000 or $15,000 down payment assistance. You apply through a participating lender, not the agency.

What the program is
The New Jersey Housing and Mortgage Finance Agency (NJHMFA) doesn’t lend to you directly. A participating lender makes the loan under NJHMFA’s rules and sells it to the agency, which funds this program with tax-exempt mortgage revenue bonds. That bond money is why the program has three things an ordinary FHA loan doesn’t: county income limits, county purchase price limits, and a federal recapture tax if you sell or refinance within nine years.
In return you get a 30-year fixed-rate government-insured loan with capped lender fees. NJHMFA calls it “the foundational mortgage program” for its down payment assistance ($15,000 in 12 counties, $10,000 in the other 9) and the $7,000 first-generation supplement; its Homeward Bound and HFA Advantage loans can carry the same assistance, as the comparison below shows.
Who can use it
These are the rules in NJHMFA’s fact sheet, its program highlights (updated October 19, 2026) and section 3-2 of its Seller’s Guide:
- First-time buyer, three-year rule. No ownership interest in your principal residence during the previous three years. It applies to every borrower, co-borrower and non-borrowing spouse or domestic partner. Owning a rental or vacation home doesn’t count against you; owning the home you lived in does.
- Two exceptions. If the home is in an Urban Target Area, or you are a qualified veteran, you don’t have to be a first-time buyer, but you can’t own another primary residence at closing.
- Credit and debt. A 620 minimum credit score. Maximum debt-to-income ratios are FHA 40/47, VA 47 and USDA 32/44, and any loan with a score below 660 is capped at 45%. NJHMFA does not grant exceptions to these ratios on this program.
- Household income. Every adult who will live in the home counts, including a spouse or partner who is not on the loan, and all sources of income count. If the loan doesn’t close within four months of application, income is re-certified.
- No outside co-borrower. A co-borrower who won’t live in the home is not allowed on this program.
- The home. In New Jersey, your primary residence within 60 days of closing: a single-family home, condo, townhome, a manufactured home fixed to land you own, or a two- to four-family home with one unit for you. You don’t have to live in New Jersey today.
- Homebuyer counseling. Required. HUD lists approved counselors at hud.gov/findacounselor.
- If you add the down payment assistance. Your liquid assets can’t exceed 20% of the purchase price, the assistance is one per person per lifetime, and anyone with a past foreclosure or deed in lieu is not eligible for it.

2026 purchase price limits for a one-unit home
The price has to fit your county’s limit, effective June 17, 2026. Urban Target Areas get a higher cap. If FHA’s or VA’s own maximum is lower for your county, that lower figure wins.
| Counties | Standard | Urban Target Area |
|---|---|---|
| Cumberland, Mercer, Warren | $566,355 | $692,211 |
| Burlington, Camden, Gloucester, Salem | $659,386 | $805,916 |
| Atlantic, Cape May | $764,069 | $933,863 |
| Bergen, Essex, Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Union | $1,306,975 | $1,597,413 |

NJHMFA rates and fees: what the agency sets and what the lender quotes
NJHMFA’s fact sheet doesn’t print a rate. It tells buyers to “call an NJHMFA participating lender for current loan term and rates,” so the rate you see comes from the lender. What the agency does fix is the cost around it:
- The lender’s standard fee on this program can’t exceed $1,350, and it can’t be higher than what the lender charges on its other FHA, VA or USDA loans.
- No origination fee or discount points may be charged on the first mortgage.
- The down payment assistance loan carries a recording fee only.
- Cash back at closing is limited to $3,000, to reimburse eligible costs you paid yourself.
The fair way to judge an NJHMFA rate is side by side. Ask for a Loan Estimate on the NJHMFA loan with the assistance and one on a regular FHA loan without it, then compare the monthly payment, the cash to close and the five-year cost. Only the two Loan Estimates show which one costs less for your file.
One NJHMFA loan does have a published formula: the Police and Firemen’s Retirement System mortgage, whose rate is set twice a year, in February and August, at the 10-year Treasury plus 1%, per NJHMFA’s lender list.
The four NJHMFA first mortgages, compared
The First-Time Homebuyer loan is one of four first mortgages NJHMFA buys. The right one depends on whether you’ve owned recently, who is on the loan, and how long you’ll keep the home. From the agency’s program highlights, updated October 19, 2026:
| Rule | First-Time Homebuyer | Homeward Bound | HFA Advantage | Police & Fire (PFRS) |
|---|---|---|---|---|
| First mortgage | FHA, VA or USDA | FHA, VA or USDA | Conventional (Freddie Mac) | Conventional (Fannie Mae) |
| First-time buyer rule | Yes | Only with down payment assistance | Only with down payment assistance | No |
| Income limits | Yes (county table) | Yes (own table) | Yes (own table) | No |

| Homebuyer counseling | Required | Required with down payment assistance | Required with assistance, or if every occupant is a first-time buyer | Per Fannie Mae rules |
All four are 30-year fixed purchase loans with a 620 minimum score. PFRS is for active members with at least one year of creditable service. Homeward Bound and HFA Advantage income limits: Homeward Bound fact sheet, HFA Advantage fact sheet.
How that usually sorts out:
- First-time buyer, FHA, VA or USDA, staying put: the First-Time Homebuyer loan, with the assistance on top.
- A parent needs to be on the loan: Homeward Bound or HFA Advantage, which allow a co-borrower who won’t live there.
- You may sell or refinance within nine years: weigh the recapture tax below; Homeward Bound and HFA Advantage don’t carry it.
- Conventional with a small down payment: HFA Advantage, which follows Freddie Mac’s HFA Advantage guide, typically 3% down.
The recapture tax, in plain English
Because this loan is bond-funded, a federal recapture tax can apply if you sell, refinance or otherwise dispose of the home within nine years of buying it. NJHMFA’s Seller’s Guide sets the ceiling at 6.25% of the mortgage amount or 50% of your gain on the sale, whichever is less, and the amount also depends on your family size and income at the time of the sale. On a $400,000 loan the ceiling is $25,000, or half your gain if that is lower. It is paid with your federal tax return for the year of the sale.
You and your lender sign a recapture tax disclosure as part of the loan file. If there’s a real chance you’ll move within nine years, ask a tax adviser about your numbers before you choose this program over Homeward Bound or HFA Advantage. The loan can be assumed by a later buyer only with NJHMFA’s approval and only if that buyer meets the program rules; the down payment assistance is never assumable.
Who lends it: NJHMFA’s participating lenders
NJHMFA publishes a participating lender list and updates it every quarter, ranking lenders “by their level of loans sold to us within the previous 6 months.” On the list updated October 1, 2026:
#12
CMG Mortgage Inc. among the 40 lenders NJHMFA ranks for its down payment assistance program
#2
CMG Mortgage Inc. among the 22 lenders NJHMFA ranks for the Police and Firemen’s Retirement System mortgage
Jimmy Joseph is a loan officer with CMG Mortgage, Inc., dba CMG Home Loans. You can also ask NJHMFA to match you through its Lender Request Form; the agency refers buyers to up to three active participating lenders. Whoever you talk to, these questions sort out the experienced ones:
- Are you on NJHMFA’s current participating lender list?
- Which of the four NJHMFA first mortgages fits me, and why that one?
- How will you count household income, including anyone living with me who isn’t on the loan?
- Is my address in an Urban Target Area?
- Can I see Loan Estimates for the NJHMFA loan and a regular FHA loan side by side?
How to apply, step by step
- Check the fit. County, household income, price and the three-year rule; the checker above gives a first answer.
- Pick a participating lender and get pre-approved for the NJHMFA loan, with the assistance if you want it.
- Take the homebuyer counseling course and keep the certificate.
- Find a home under your county’s price limit and sign the contract; in New Jersey that starts the attorney review period.
- Underwriting. Your lender underwrites the file and NJHMFA reviews it before closing; you sign the Mortgagor’s Affidavit, and the seller signs an affidavit at closing.
- Close and move in within 60 days, then live there as your main home.

Frequently asked questions
What is the NJHMFA First-Time Homebuyer Mortgage Program?
It is the New Jersey Housing and Mortgage Finance Agency's 30-year fixed-rate FHA, VA or USDA purchase loan for buyers who have not owned their home in the past three years. It is funded with tax-exempt mortgage revenue bonds, so it carries county income and purchase price limits, and it is the first mortgage that NJHMFA's $10,000 or $15,000 down payment assistance can sit on. You apply through an NJHMFA participating lender, not the agency.
What credit score do I need for an NJHMFA mortgage?
620 or higher for all four NJHMFA first mortgages, per the agency's Single Family Program Highlights updated October 19, 2026. If your score is below 660, your total debt-to-income ratio cannot go above 45%.
Do I have to be a first-time homebuyer?
For this program, yes: you cannot have had an ownership interest in your principal residence during the previous three years, and that applies to every borrower, co-borrower and non-borrowing spouse or partner. The rule is waived if the home is in an Urban Target Area or you are a qualified veteran, as long as you do not own another primary residence at closing. Homeward Bound and HFA Advantage only require first-time status when you also take the down payment assistance.
What are NJHMFA mortgage rates right now?
NJHMFA's fact sheet tells buyers to call a participating lender for the current loan term and rate; the rate is quoted by the lender, and this page does not quote one. What NJHMFA does fix is the fee side: the lender's standard fee on this program cannot exceed $1,350, and origination or discount points may not be charged. The separate Police and Firemen's Retirement System loan is the exception with a published formula: its rate is set in February and August at the 10-year Treasury plus 1%.
Can I use the NJHMFA first mortgage without down payment assistance?
Yes. The assistance is optional; the first mortgage is the foundation. The income limits apply with or without the assistance, per NJHMFA's fact sheet, so the program still has to fit your household income and purchase price.
Can my parents co-sign an NJHMFA First-Time Homebuyer loan?
Not as a co-borrower who will not live in the home: NJHMFA does not allow non-occupying co-borrowers on this program. Its Homeward Bound and HFA Advantage loans do allow them, so a buyer who needs a parent on the loan usually looks there instead.
What is the NJHMFA recapture tax?
A federal tax that can apply to bond-funded loans like this one if you sell, refinance or otherwise dispose of the home within nine years of buying it. NJHMFA's Seller's Guide puts the maximum at 6.25% of the mortgage amount or 50% of your gain on the sale, whichever is less, and the amount also depends on your family size and income at the time of the sale. Homeward Bound, HFA Advantage and PFRS loans are not subject to it.
Is CMG Home Loans an NJHMFA participating lender?
Yes. NJHMFA's Participating Lender List, updated October 1, 2026, ranks CMG Mortgage Inc. 12th of the 40 lenders it ranks for the down payment assistance program and 2nd of the 22 it ranks for the Police and Firemen's Retirement System mortgage, ordered by loans sold to the agency in the previous six months. Jimmy Joseph is a loan officer with CMG Mortgage, Inc., dba CMG Home Loans.
Can I refinance out of an NJHMFA loan later?
Yes. NJHMFA's eligibility checklist says refinances are permitted with no prepayment penalty, but any down payment assistance must be repaid if you refinance within the first five years. On this program, a refinance within nine years can also trigger the federal recapture tax.
